With the fiscal subsidies for the pension gap, the lack of our country's finance will seriously restrict the aging development. Meanwhile, both restricted by the non-efficient of the public goods and the moral risk, the policy that the government afforded the pension alone can't solve the growing aging problem efficiently. So, this paper bases on the trait and trend of the philanthropy future development, discusses the feasibility and necessity of developing philanthropy solving the aging fiscal predicament of our country from the view of" the combination of the government power and non-government power”, and then advance relevant counter measures.
