High—quality economic growth is not only the process of quantitative expansion but also the process of quality improvement．From 1978 to 2002，China’S GDP increased rapidly with a rate of averaging 9.36％ ．However，the comprehensive evaluation of China’s economic growth quality showed that the improvement of quality did not keep pace with the expansion of quantity．That is，the rapid expanding of economic scale didn’t bring the proportional improvement of growth quality．
