The growth of human capital comes from the accumulation of knowledge and skills in the labor force. The different distribution of skills in the economic system is the result of the equilibrium growth or non-equilibrium growth of human capital. Empirical studies have shown that uneven distribution of human capital will lead directly to the decline in human capital stock. In the current China, education is the most important means of human capital growth. Under the same cost of human capital investment, it is an effective way of human capital growth to allocate more educational opportunities to ordinary labor with lower human capital
