Abstract
Solution of the problem of “farmer , countryside and agriculture” is the insurmountable problem in the process of China' s transfer to modernization and its stable development .The key to the solution lies in the guarantee in giving farmers quasi -ownership of land , equal education right and voting right in selecting grass -roots cadres , social security rights and the right to establish trade centers .
