Promoting the development of industries in poverty-stricken areas and helping poor people find jobs on the spot is the most direct way to achieve the steady lift out of poverty in poor areas. This paper uses the survey data of previous poor households in Fuxin City, Liaoning Province, and uses the VEP method to measure their poverty vulnerability after poverty relief, assess the impact of industrial poverty alleviation policies on household poverty vulnerabilities, and the effect of industrial poverty alleviation perform heterogeneity analysis. The result indicates that there is a large gap between the poverty vulnerability of rural households and the poverty incidence, and some of the rural households have the risk of being back to poverty. Also, the poverty alleviation of the overall industrial could significantly reduce the poverty of rural households. However, different industrial poverty alleviation projects have significant differences in the impact of the vulnerability. The effects of cropping and breeding industries are good, while the effect of the processing industry is not significant. It is suggested that the following dynamic adjustment of poverty alleviation policies be made which should be based on regional advantages and characteristics of poor households. By implementing a ‘one-on-one' precision poverty alleviation policy, the effect of poverty alleviation could be ensured and the rural households could be prevented from being back to poverty.
