Abstract: Since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Ecological Civilization, China's ecological civilization construction has made remarkable historical achievements, but it still faces new problems and challenges such as achieving the arduous goal of "dual carbon", difficulty in achieving coordinated promotion of economic development and environmental protection, legal guarantee mechanism to be improved, and public participation mechanism to be improved. The strategies and paths for promoting the innovative development of ecological civilization construction under the "dual carbon" goal include: environmental governance should not only pay attention to the top-level design of policies, but also strengthen the implementation effect of policies; Promote the reform of the ecological civilization system, improve the construction of the rule of law for ecological civilization, and realize the coordinated advancement of environmental protection and economic development; Improve mechanisms for public participation, and build a national comprehensive environmental management system with active public participation.
