Abstract: As a new economic form of global common concern and a new lever to leverage the world economy, the digital economy is regarded by many countries as an inevitable choice to promote economic growth and improve economic structure. At the same time, it also provides new opportunities and new paths for the high-quality development of economy and the construction of modern economic system in China. On the basis of clarifying the connotation of the concept of digital economy and the way of calculation, this paper systematically analyzes the mechanism of digital economy leading high-quality economic development from three aspects of micro elements, meso structure and macro balance, and finds some key problems to be solved in the future. The research shows that, the leading mechanism of digital economy to improve the quality and quantity of economic development is multi-level, not only reflected in the level of micro-factor allocation such as increasing factor input, improving factor allocation and increasing total factor productivity, but also in the meso structural optimization such as optimizing industrial structure, market structure and regional structure, and more reflected in the improvement of the macro-balanced development level of inclusiveness, compatibility and sustainability of economic and financial development. In the future, while further unclogging and improving the leading mechanism of the digital economy for high-quality economic development, we should also actively improve the national economic accounting system in the context of the digital economy, explore the construction of a tax collection and management system suitable for the development of the digital economy, focus on the risk identification and prevention of new financial formats under the background of the application of digital technology in the financial industry, and strive to build a comprehensive supervision system of digital economy market aiming to give full play to the important role of the digital economy in innovating economic growth methods, cultivate new momentum for economic growth, and promote high-quality economic development.
