Abstract
:
China's rural inclusive finance

different from the overseas practice

has developed into a more
complex financial ecosystem with Chinese characteristics． In November 2013
，
the Third Plenary Session of the
18th National Congress of the CPC put forward the inclusive finance for the first time
，
and the comprehensive
reform experiment of rural finance started at the end of 2015 as a key temporal locusFrom the perspective of
social practice and academic theory
，
this paper examines the development process of inclusive finance in rural areas with Chinese characteristics
，
studies the basic laws of the finance progress
，
and explores the theoretical integration point of inclusive finance and rural financial reform．The construction and improvement of rural inclusive financial system remains the key and difficult point of rural financial reform．This paper puts forward the implementation path of promoting its innovation and development from six dimensions
:
strengthening policy
inclination and support
;
improving internal control mechanism by accurate and classified operation
;
enriching
financing methods and diversified use of funds
;
making up for the system shortcomings to meet the service demand
;
improving the financial legislation to form sound financial environment
;
and perfecting risk management to promote collaborative innovation．
